2-101. Created. The Oliver Springs Parks and Recreation Board (herein referred to as "the board") is hereby created and shall be organized and operated as in the following sections. (Ord. #93-02-04A, April 1992)
2-102. Powers and duties. It shall be the duty of the board to study the need for further park sites and recreation facilities in the Town of Oliver Springs and to make recommendations to the Oliver Springs Municipal Planning Commission and town council as per Tennessee Code Annotated, ?? 13-4-104, 13-4-201 and 11-24-103 concerning the development and coordination of future sites, maintenance of existing sites within the corporate limits, and the establishment and operation of municipal recreation systems and facilities. 2-103. Membership and compensation. The board shall consist of five (5) persons, at least two (2) of whom may be members of the school staff, to be appointed by the presiding officer of such governing body, to serve for terms of five (5) years or until their successors are appointed, except that the members of such board or commission first appointed shall be appointed for such terms that the term of one (1) member shall expire annually thereafter. The members of such board or commission shall serve without pay. Vacancies in such board or commission occurring otherwise than by expiration of term shall be filled only for the unexpired term, and such appointment shall be filled by the governing body. 2-104. Organization and meetings. The board shall elect from its appointed members a chairman, a vice-chairman, and a secretary. The terms of office shall be for one (1) year with eligibility for re-election. The board shall adopt rules, regulations, and by-laws for the performance and discharge of its duties and objectives. All town officers, departments and committees, boards and commissions appointed by the town shall render reasonable and necessary assistance to the board. The board shall meet in regular session each month at a regularly scheduled time. Called meetings of the board shall be determined by the chairman or majority of entire membership of the board. 2-105. Finances. The board shall annually on or before July 1st of each year, prepare in detail a budget for recreation purposes and submit same to the town council. The town council shall have full power to revise such budget. The parks and recreation board may in the name of Oliver Springs accept gifts, grants, or money or any personal or real property from any agency, firms, corporations, or any person. Any gifts, grants, or bequests shall be used or applied for the purpose of this chapter. If acceptance of a gift, grant or bequests shall subject the town to expense of improvement, maintenance, renewals, or other similar circumstances, the acceptances shall be subject to approval by the town council. The town council may appropriate funds belonging to the town to meet aid assistance by county, state, and federal agencies for recreation purposes. The expenditures of the parks and recreation board, other than the voluntary contributions made by interested individuals, shall be within that amounts appropriated by the town council. All purchases and payments being made from funds so appropriated by the town council shall be made under the supervision of the town administrator as purchasing agent with expenditures of voluntary contributions to be made in accordance with the best judgement of the parks and recreation board.
